Trouble with Kultural Treaties?

For some reason I can't seem to accept new cultural treaties? I've got enough levels of museums that I should be able to have 12, and I've only got 9. My new attempts aren't give me the 'accept' button. they just stay on my 'request' list. Any ideas?
