I've got enough levels of museums that I should be able to have 12, and I've only got 9. My new attempts aren't give me the 'accept' button. they just stay on my 'request' list. Any ideas? So, by watching your neighbors point values overtime you can see you can see who's ripe for the pillaging. If they shoot up fast they're probably putting too much of their effort into buildings versus defenders.
